Most of what is written about Tawakkul is written for investors. This page is not. It is for the person who wants a home — near the masjid, near their children, near the community they have prayed in for thirty years — and wants to know when one might be available and what it would cost.
What we can tell you, and what we cannot
- Where these communities are, and which institution anchors each one
- That affordability is the point of them, not a feature added afterwards
- The rent and income figures the municipalities have actually published
- That you will hear from us before applications open
- The rents. They have not been set at any of these projects
- The unit mix — how many studios, one-bedrooms, family homes
- The dates. These are developments, and developments move
- Who will qualify, and on what evidence
We would rather publish a short honest list than a long confident one. When any of the second column moves into the first, the people on the interest list are told.
What affordable actually means
In Canada the word has a definition, and it is a national one: housing is affordable when it costs less than 30% of a household's before-tax income. That is CMHC's test and it is the test the federal housing programmes are built on.
Municipalities then translate that into a number. Each city publishes what it considers the maximum rent for an affordable home, by unit type, and the method changed recently. "80% of average market rent" was the standard formulation and is still used in some programmes, but the authorities that matter most have moved to a two-test definition — the lower of a rent derived from renter households' incomes and the average market rent CMHC observes locally. Toronto adopted that in November 2023, and Ontario did the same for development charges in 2024. Two numbers, and the smaller one wins. Those published numbers are below.
They are not the same as rent-geared-to-income housing. RGI is the deep subsidy — rent set at roughly 30% of what your household actually earns, allocated by your region's Service Manager from a centralised waiting list, often years long. Affordable rental is a different tier: a fixed rent below the market, with an income ceiling attached. Most people who ask us about these communities are asking about the second one.

Every number below was published by the authority named beside it. None of them is a Tawakkul rent, because Tawakkul has not set one.

One income limit applies across every unit type. The City sets it at the sixth income decile, using 2024 data.
The City does not publish a studio or bachelor figure under this programme.
Rents under this programme are updated annually against the Province's Affordable Residential Units Bulletin under the Development Charges Act. That bulletin was refreshed on 1 July 2026; the City had not republished its own schedule when this page was last checked, so the 2025 figures above are the City's own published numbers and the ones we show.
The Region of Peel is the Service Manager. It runs the centralised waiting list and the rent-geared-to-income system, which is a different and deeper form of assistance than the tier above.

Read this column carefully. These are not tenant eligibility limits — the City publishes none. They are the incomes the City uses to derive the rent, at the 50th percentile for a studio and the 60th percentile for everything else.
Toronto's definition is the lesser of two tests: one times the CMHC average market rent for that unit type, or 30% of the before-tax monthly income of renter households. In 2026 the studio and one-bedroom figures are set by the income test and the two- and three-bedroom figures by the market test.
For reference, CMHC's October 2025 survey put average market rent in Toronto at $1,491 for a studio, $1,761 for a one bedroom, $2,045 for a two bedroom and $2,294 for three or more.

Ottawa publishes a range rather than a single figure, and states that rents are set against CMHC average market rents rather than against the household's own income.
Ottawa publishes no income eligibility table. The application form says only that household income must fall within limits set by the City, and directs applicants to Registry staff. We will not invent a number to fill that column.

BC Housing's Housing Income Limits are the province's eligibility ceiling for many affordable housing programmes. Surrey falls inside the Vancouver limit area.
BC Housing does not publish a separate studio limit — its lowest band is “one bedroom or less”.
The City of Surrey does not publish its own maximum rents by unit type. Its Affordable Housing Strategy defines affordable rental by reference to median market rents, and its housing agreements defer to CMHC's methodology. So the rent column above is CMHC's observed average market rent for Surrey, which is a reference point rather than a cap — a below-market unit would be priced under it.
British Columbia's own definition is the national one: housing is affordable when it takes 30% or less of a household's gross income.
